Repair Program

Will Maryland pay to put plumbing in a house without it?

By All Purpose Anytime Services LLC

There is. The Maryland Department of Housing and Community Development runs the Indoor Plumbing Program, which finances indoor plumbing for houses that are structurally sound but still don't have it. It covers owner occupied houses and rental buildings.

What it pays for

The program provides financing to put indoor plumbing into homes that are structurally sound and don't have it. The house has to be sound first. The program is for adding the plumbing, not rebuilding the house around it.

The program information we have doesn't list a dollar amount or the loan terms, so get those from DHCD before you plan around them.

Which properties

Owner occupied single family homes, and rental properties of one to 100 units. A landlord with a building that still lacks indoor plumbing falls inside it, as well as a homeowner.

Who runs it

The Maryland Department of Housing and Community Development. DHCD decides who qualifies, how much it lends and on what terms, so the first call goes to them.

Where we fit

We aren't enrolled in this program and we don't handle applications. If DHCD lets you choose the contractor, we can walk the house and write up the supply lines, the drain lines and the fixtures with every part and its price, which gives you a number to take to the program.

The connection at the street or the septic side is a different question. Septic systems are not work we do. Hooking up to public water or sewer means permits and rules that differ by county, and the house address tells us which ones apply.

Before you apply

This is what the program information said in October 2026. DHCD decides eligibility and what it will finance.

Where this comes from

We built this page from our October 2026 research on the Maryland Indoor Plumbing Program, run by the Maryland Department of Housing and Community Development.
